On the 2nd November, Mr Shelley, Clerk of the Councils, received a copy of certain Resolutions by a Committee of merchants appointed to advise the Government, but as this, instead of being a Memorial, was a document with which the Government had no concern, Mr Shelley very properly returned it, glad to be rid of the responsibility.
